When will the Renters’ Rights Bill come into force?

In this article we give a brief update on the progress of the bill through the legislative process.

The Renters’ Rights Bill cleared its 3rd reading in the House of Lords on 21 July 2025 and moves into the consideration of amendments stage. As both houses have now broken up for the summer recess, this stage cannot commence until parliament reconvenes in September 2025, for a short period before the House of Commons rises again on 16 September for the month-long party conference season.  

It's not yet clear how long the consideration of amendments phase will last for as it involves back-and-forth exchanges between the two houses until they both agree on the final wording of the bill. Once agreement has been reached then the bill will be ready for Royal Assent and will become the Renters’ Rights Act.  

Although the Renters’ Rights Bill will become law, otherwise known as enacted, on receiving Royal Assent, the legislation will not come into force until the commencement date. Although some legislation does come into force immediately on Royal Assent, the government has confirmed that it's committed 'to making sure that implementation [of the Renters’ Rights Act] takes place smoothly' and that a commencement date will be set by regulation after Royal Assent.  

Many of the key features of the new tenancy system such as the abolition of s.21 'no fault' evictions and the conversion of all existing assured shorthold tenancies into monthly periodic assured tenancies are expected be implemented on the commencement date. Other provisions such as the landlord redress scheme and the private rented sector database, will need to be implemented via secondary legislation and inevitably the timeframe for finalising and introducing those regulations is more open-ended.
