Biography

Tom is a senior associate in the commercial and intellectual property team specialising in public sector law.

Tom regularly works with local authorities and other public bodies as well as utilities. Tom has particular experience advising on procurement and delivery of projects within the public sector.

Tom worked within local authorities for for 10 years where he advised on commercial and governance matters across the range of the councils' activities. He spent a year in the commercial legal team of a major UK water company. Tom has experience of all stages of the procurement procedure from the establishment of the strategy, through the development of the procurement documents and the conduct of the procedure to the defence of claims made by disappointed bidders. Tom has also advised local authorities on the use of grant funding to deliver projects and the issues arising under subsidy control law.

  • Advising on the procurement and implementation of a 20-year waste collection and recycling contract to a consortium of waste collection and recycling authorities.
  • Advising on the legal, contractual and commercial issues arising under a local government reorganisation on behalf of a county council.
  • Advising on the procurement of a 15-year leisure services concession operator by a borough council.
  • Advising on the procurement of asset financing providers for combined heat and power engines on behalf of a major UK water company.
  • Advising a local authority on the defence of a claim for breaches of the Public Contracts Regulations 2015 in relation to the procurement of community equipment services.
