Biography
Stephen is Head of the Energy & Resource Management sector and a Partner in the Planning & Infrastructure Consenting team. He specialises in the development of renewable energy projects, resource management operations and major infrastructure.
Stephen advises on some of the largest projects in the UK, acting on Nationally Significant Infrastructure Projects (NSIPs) and Developments of National Significance (DNS) / Significant Infrastructure Projects (SIPs) in Wales. Stephen acts for promoters of onshore wind farms, solar farms, grid infrastructure data centres, AD and battery storage.
Stephen is a member of Solar Energy UK’s Planning and Land Use Group and its NSIP Forum.
Relevant experience
Private solar developers: advising a number of promoters on their proposed solar NSIPs.
RWE: advising and acting as advocate on RWE’s 100MW Craig y Perthi solar project (DNS).
Voltalia UK Limited: advising on Voltalia’s first solar DNS; helping to defend a JR challenge to its 50MW Pitstock solar farm.
Enso Energy: advising Enso on its successful resistance of a s.288 challenge against its consented 160MW solar farm called Alaw Mon.
Island Green Power: advising IGP on its Welsh projects at Brynrhyd and Bodelwyddan (DNS).
Galileo Empower: advising on the promotion of its Mynydd Ty-Talwyn wind farm in South Wales.
Bute Energy: advising on the promotion of a number of onshore wind projects in Wales (DNS and SIP), including the promotion of a 132kv overhead line.
Nicolas James Group: promoting a Transport and Works Act Orders relating to a new marina and hotel complex.
Renewable Connections: advising on a number of solar and BESS appeals including at Manor Farm, Whelly Farm and Crabbs Green.
