Biography

Stephen is a Partner in the Planning team and oversees the firm’s Bristol planning practice. He also leads the firm’s energy consenting team. Stephen specialises in the development of energy, infrastructure and waste projects.

Stephen is advising on some of the largest projects in the UK promoted under the Planning Act 2008 as Nationally Significant Infrastructure Projects (NSIPs).  He also advises extensively on Developments of National Significance (DNS) in Wales and he has particular expertise in the promotion of new onshore wind and solar farms.

Stephen has significant experience of acting for promoters of major regeneration schemes and new communities, large-scale leisure development, aviation development, as well as extensive judicial review experience (High Court, Court of Appeal and Supreme Court).

Relevant experience

  • Private solar developer: currently advising on the promotion of a number of solar NSIPs.
  • Private solar developer: acting as advocate for the promoters of new solar farms, including two DNS solar projects in Wales.
  • Private renewable energy developer: advising on the proposed repowering of an onshore wind farm in England.
  • Private onshore wind developer: advising a number of developers on their proposed onshore wind projects in Wales (all DNS). 
  • Private developer: promoting a Transport and Works Act Order for a new marina and hotel complex.
