NESO announces updated connections reform timeline

Throughout summer 2025, Ashfords has been supporting clients through the National Energy System Operator’s (NESO) connections reform process. In particular, we have assisted clients in securing the necessary land rights and submitting the required evidence as part of their applications for Gate 2 offers. 

The initial evidence submission window closed on 26 August 2025, and on 1 October, NESO released an updated timeline for its ongoing overhaul of the electricity grid connections process. The changes aim to accelerate the connection of clean energy projects, prioritising those critical for meeting the 2030 Clean Power target. 

In this article, we outline the latest updates on the connections reform process - providing a summary of the timeline and guidance on NESO’s complaints process.

Key updates:

  • NESO has changed to flexible delivery dates. The updated timeline moves away from fixed deadlines, instead providing "latest by" dates. NESO has stated that it aims to meet milestones ahead of the latest dates whenever possible.
  • NESO acknowledges that delays have caused inconvenience and states it is committed to minimising further disruption. 

Summary of the timeline

  • Customer notifications about applications for both distribution and transmission connected projects will begin no later than the week commencing 1 December 2025. 
  • By the end of December 2025, Gate 1 offers will be issued for self-declared projects or those that failed to submit applications or  failed initial checks. 
  • Gate 2 offers for Protected Transmission projects with 2026/27 connection dates are expected by the end of January 2026, while offers for protected distribution projects (with 2026/27 dates) and Gate 1 offers for projects failing detailed checks and strategic alignment will be made by 31 March 2026. 
  • By the end of June 2026, Gate 2 offers for applications up to and including 2030 will be issued, with final notifications for applications post-2030 expected by the end of September 2026.

The complaints process

Also key to note is NESO’s guidance on the complaints process. Where a customer is dissatisfied with NESO’s decision about initial checks, a formal complaint can be made within two clear working days from the final decision. Customers can now make a formal compliant via the portal or by clicking on the complaint form link on NESO’s Complaints Process page.
