Senior Associate
Ruth is a Senior Associate in the Commercial team, specialising in public sector procurement, subsidy control and grant funding.
Ruth advises Government departments, local authorities, public bodies, port authorities and private contractors. She advises on all aspects of public sector contracts, from the outset of a procurement process, through to completion and dealing with post close contractual issues such as variations and waivers.
Ruth delivers pragmatic legal advice and support on major public sector outsourcing projects and concessions, including detailed advice on the procurement rules, preparing contractual documentation and advice on subsidy control and vires issues. She provides integral strategic support and advice to contracting authorities and utilities on the design and structure of procurements; drafts procurement and contractual documentation; and assists with the management of the procurement process.
Ruth also advises on the application of the subsidy control rules, and drafts and negotiates agreements for the provision of grant funding. She regularly provides training to clients and other organisations on the procurement rules and subsidy control rules.
Ashford Borough Council: Advising on the Ashford International Studios Project for the regeneration of a brownfield site and former railway works into a film and TV studios, housing and commercial space which received £14.7 million from the Levelling Up Fund.
London Boroughs of Wandsworth and Richmond Upon Thames: Providing integral assistance to Wandsworth and Richmond in relation to a wide range of procurements covering works, concessions and services across a wide range of sectors, including leisure and culture, facilities and asset management and care and support services.
The Royal Parks Limited: Advising this Central Government-owned charity on its procurement of contracts for the landscaping, maintenance and upkeep of Royal parkland across London.
The Royal Borough of Kensington & Chelsea: Advising on a number of procurements in relation to the refurbishment and expansion of the Council’s property portfolio, including advice on project structuring, drafting procurement documentation and advising on ad hoc procurement issues as and when they arise.
London Borough of Lambeth: Advising the Council in utilising a mini-competition style procurement, using the Crown Commercial Service FM framework, including drafting the documentation to cover services such as maintenance, catering, cleaning, security and waste.
Ports and Harbours: Advising several port authorities on the application of the procurement rules and subsidy control rules to major projects.
Wholly owned local authority company: Designing, implementing and managing a bespoke procurement process for a services concession on behalf of local authority owned regeneration company.
Charities: Advising several charities on the receipt and flow down of grant funding, including negotiating grant agreements with delivery partners.
Levelling Up Fund: Advising applicants and recipients of grant funding from the Levelling Up Fund, including advice on project structuring, the application of the procurement rules and subsidy control rules and drafting grant funding agreements for the flow down of funding to delivery partners.
