Stewart James

Stewart is a Partner in the Commercial Team.

He specialises in providing advice on information law. He has over 18 years' experience supporting clients on a range of commercial and technology contracts, both domestically and internationally, and has been involved in some of the largest technology projects undertaken by the UK government, with clients including the Cabinet Office, Home Office, DWP, Ministry of Justice and the Department of Health.

Interested in advancing the development of practical commercial contracts, Stewart has developed template contracts for the use of Agile development methodologies on behalf of legal publisher LexisPSL, and previously developed template contracts for the UK government. He has also lectured on contract law for the Defence Acquisition Management MSc and is the legal adviser to the Experimentation in Socio-Technical & Cyber (ExSoTeC) Systems Laboratory at Cranfield University.

Relevant Experience

  • Advising NHS Monitor on its Costing Assurance Programme procurement in accordance with the Public Contracts Regulations 2015.
  • Advised Land Registry on its Scanning, Processing and Electronic Data Services procurement for the provision of replacement services and providing scope for the future transformation of those services in accordance with the Public Contracts Regulations 2015.
  • Advised the UK Space Agency on the development of a specialist commercial contract for the exploitation of intellectual property developed as part of a grant funding project.
  • Advised Post Office on transitional service and licensing arrangements as part of its separation programme following the privatisation of Royal Mail.
  • Developed a standard template agreement on behalf of the Met Office for the procurement of software and IT services using Agile development methodologies.
  • Advised South West Grid for Learning on the procurement of the Education Cloud Service framework arrangement using the Competitive Dialogue Procedure under the Public Contracts Regulations 2006.
  • Providing legal services to the Ministry of Justice as part of its Future IT Sourcing programme for the disaggregation of ICT services and the adoption of the "towers" model for service supply."
