Elizabeth Gibson

Elizabeth is a Partner and Head of Public Sector.

She is experienced in delivering complex service and infrastructure projects. Elizabeth is renowned for her pragmatic and commercial approach for both public and private sector clients and frequently advises them on a diverse mixture of outsourcing arrangements, waste projects, State Aid, and procurement projects. She has particular expertise in waste, renewable energy infrastructure projects, IT Infrastructure, transport Infrastructure and social care services outsourcing.

Prior to joining Ashfords, Elizabeth qualified as a Barrister after a career in journalism.

Relevant Experience

  • Advising North Yorkshire County Council in respect of the North Yorkshire Waste PPP project , the largest legacy waste PFI project. North Yorkshire procured a private sector partner to design, build, finance and operate a waste treatment facility involving Energy from Waste, Mechanical Treatment, Anaerobic Digestion and Incinerator Bottom Ash. Total third party funding required for the Project was approximately £350million.
  • Advising the Council for the Isles of Scilly on their Smart Islands project. This involved the procurement of a joint venture partner for the delivery of smart grid ICT platform and infrastructure, including a focus on sustainable social innovation and energy security for the Isles of Scilly's vision of a fully sustainable island community.
  • Advising Sandwell Metropolitan Borough Council relating to an arts centre in West Bromwich which was an example of extreme public sector over spending in construction and was subsequently a commercial failure. Ashfords assisted Sandwell in securing the closure of the arts centre. The re-use of this unique building for a sustainable project assisted Sandwell in cutting its expenditure in times of extreme austerity. We assisted in the drafting and negotiation of the funding and constitutional documents to achieve this together with a construction contract with Interserve.
  • Advising South West Grid for Learning (SWGfL), (a not-for-profit charitable trust company which is owned by 15 local authorities in the South West of England), on its procurement of a single supplier Educational Cloud Services Framework. Ashfords' Projects and Infrastructure Team managed the procurement for SWGfL and drafted all procurement and contractual documentation throughout the project. The team also assisted in the evaluation of submissions and dialogue sessions.
  • Advising Exeter City Council on its new leisure facility. Ashfords advised on procurement strategy, drafting the OJEU notice, drafting all contractual and procurement documentation (including evaluation methodology), assisted with responses to clarifications, evaluation and advising in respect of contract award.
