Andrew is a Partner and head of the Commercial Property Team. He specialises in development and regeneration, dealing with residential and commercial developers and public sector bodies.
Andrew joined Ashfords in 1989 and was made Partner in 1991. Prior to this he gained wide experience in various local government posts and was Chief Solicitor with St Helens MBC before moving into private practice in London.

Andrew is company secretary of ADVOC, the international network of independent Law firms.

Recent experience includes:

  • acting for a Regional Development Agency on the redevelopment of a Town Centre. The work involved a regeneration and cooperation agreement with the local authority; a compulsory purchase order to acquire third party interests; a development agreement; state aid advice; and a lease structure to capture a share of long-term benefit from the regeneration activities;
  • acting for a local authority on the disposal of the of an 8 hectare town centre development site using the competitive dialogue process. Long-term development agreement with novel environmental and sustainability requirements. Development value in excess of £300 million;
  • acting for a local authority on a Courts PFI scheme;
  • acting for a local authority on a supermarket redevelopment and a library and mixed-use development;
  • acquisition of a 100-acre former Royal Navy airbase with clawback arrangements and regeneration obligations in favour of the Crown and the MOD;
  • acting for a UK PLC on the property aspect of the disposal of an international systems recovery business involving properties in the UK with a value in excess of £150 million;
  • purchase of 40 acres of land with planning and overage arrangements for future development;
  • acting for landowners dealing with a consortium sale of over 80 acres of land to a national developer;
  • acting for a national developer on four agreements to assemble a development site in excess of 100 acres; and
  • dealing with the development and infrastructure agreements for the provision of roads and services financed by the public and private sector at a combined development site.
