Elisabeth is an Associate specialising in planning, compulsory purchase, highways and environmental work. She acts on a variety of matters including section 106 planning agreements, section 278 and 38 highway agreements, certificates of lawful use, compulsory purchase orders, stopping-up orders, planning applications, planning appeals and enforcement notices.
Liz studied history and English at the University of York and law at Nottingham Law School. After graduating she joined Ashfords in 1999 as a trainee and qualified as a Solicitor in 2001.
Liz’s clients include the South West of England Regional Development Agency, developers, including national house builders, County and District Councils, lenders, housing associations and landowners.
Liz regularly speaks at conferences and seminars on various aspects of planning, highways and compulsory purchase law, including to the local branch of the Royal Town Planning Institute, to local RICS members and Planning Aid groups. She is also a member of the Ashfords’ team which has provided a degree-level Environmental Law course for the University of Exeter’s Distance Learning Department and is involved with Devon Education Business Partnership, providing training in business skills to local schools.
Recent experience includes:
- compulsory purchase order for St Austell Town Centre redevelopment scheme, including advising Restormel Borough Council, negotiations with objectors, dealing with Government Office, listed building issues, land assembly issues, all necessary CPO documentation and related section 106 agreement;
- advising South West of England Regional Development Agency and Camborne Pool Redruth Urban Regeneration Company on a four-week public inquiry regarding planning appeal to develop South Crofty tin mine. Providing advice on future proposals to develop site including potential acquisition by CPO;
- acting for County Council in respect of S106/278/38 agreement for comprehensive redevelopment of Newton Abbot Town Centre, including new supermarket, mixed use development, new highway layout and traffic regulation orders;
- acting for District Council in making compulsory purchase order to acquire outstanding interests in Devizes Town Centre-redevelopment site and dealing with vesting;
- section 106, section 278 and section 38 agreements and planning applications for the development of a new campus at Swindon College and general planning advice;
- various compulsory purchase orders for Plymouth City Council for housing development and regeneration and dealing with related stopping up orders for highways within the scheme;
- planning and infrastructure agreements for mixed use redevelopment of old Royal Navy site, Osprey Quay, Portland including S106, S278, S38 and S104 Agreements for infrastructure, affordable housing, open space, habitat protection etc;
- infrastructure agreement and advice to Northamptonshire County Council for new Corby Railway Station site;
- new office and research and development accommodation for South Devon Healthcare Trust, Torbay – advising on section 106 agreement, including provisional travel plan, highway works and other contributions; and
- Section 106 agreements for affordable housing, infrastructure works, contributions, remediation works, onsite provision, etc for national house builders and District Councils for sites throughout the West Country and associated planning advice.
