Keith is a Law Clerk Associate in the Planning Team. His recent experience has been in promoting development for urban development corporations and local authorities, and advising developers and private clients in planning matters, particularly on Section 106 Agreements.
Keith joined the firm in 1995 after 5 years as a Senior Lawyer in the Public Sector Group of a large London firm. His earlier experience was gained in the legal departments of a number of local authorities. He was the principal adviser to the London Borough of Islington on planning, highways, compulsory purchase, private sector housing, as well as having a general advisory role on powers and finance.
Recent experience includes:
- Regeneration Projects: advising on land assembly, planning and infrastructure issues for town centre and other regeneration projects in Bristol, Plymouth, St Austell, Black Country, Liverpool, Teesside and Islington in partnerships between local authorities, development corporations and private developers;
- Planning: advising on preparing applications, submission and validation requirements and negotiations with planning authorities and landowners. Keith has advised local planning authorities, development corporations, developers and householders on a full range of planning matters from strategic and town centre schemes to householder applications;
- Compulsory Purchase: advising on formulating proposals for use of CPO Powers in the context of statute and Government Policy. Drafting Statements of Reasons and preparation of evidence for Inquiries. Representation at Inquiries;
- Compensation: advice on negotiations prior to the commencement and during the course of CPO procedures and on compensation after implementation. Reference of disputes to the Land Tribunal;
- Overriding Covenants: advising on the use of powers to override covenants restricting development and the compensation implications; and
- Section 106 Agreements: negotiation of agreements for all aspects of development, particularly affordable housing and to control the implementation of CPOs, to provide for alternative schemes.
