Mark has very wide experience of Projects/PPP/PFI in the UK, Continental Europe and the Middle East having worked for DLA Piper in the City of London, Dubai and Qatar for fourteen years. He has worked on both commercial and financial documentation for project companies and lenders as well as acting for government entities, contractors and sponsors. In addition to new projects, he also has considerable experience in acting on operational projects, having advised on a number of restructurings, refinancings and general contract changes.

Recent experience includes:
  • Advised in respect of various waste to energy and biomass projects in the UK. The work included advising in respect of offtake arrangements;
  • Acted for Balfour Beatty in respect of the North West Fire and Rescue Service;
  • Advice in respect of renewable obligations and electricity tariffs;
  • Acted for Vinci Facilities in respect of the transfer of the FM contract and associated responsibilities to Vinci Facilities from third parties on four projects;
  • Acted for AXA and Depfa in respect of the respect of the restructuring of a road project in Newport, South Wales;
  • Led the team that acted for HSBC in respect of the Norfolk Street Lighting project;
  • Led the team that acted for Barclays in respect of the Kent Social Housing project;
  • Led the team that acted for Nationwide in respect of the Stanhope Social Housing project;
  • Acted for the consortium in respect of the construction of a cancer treatment unit at Taunton hospital;
  • Acted for Amey Ventures and RAC in respect of the MoD C Vehicles project;
  • Led the team that acted for FAST Training Services Limited in respect of the proposed sale by CAE Inc of its interest in the Astute Class Training Service to the L3 Group;
  • Led the team that acted for CAE Aircrew Training Services plc in respect of the refinancing of the Medium Support Helicopter Aircrew Training Facility project;
  • Acted for FAST Training Services Limited in respect of the restructuring of the Astute Class Training Service project;
  • Led the team that acted for Bank of Scotland in respect of the Manchester Street Lighting project;
  • Led the team that acted for Bank of Scotland in respect of the Wakefield Street Lighting project;
  • Acted for Barclays Bank in respect of the refinancings of the Haringey, JFS and Bridlington Schools projects;
  • Acted for Financial Security Assurance (UK) Limited and Prudential in respect of the Exeter Courts project;
  • Acted for Barclays Bank and Bank of Scotland in respect of the Walsall Street Lighting project;
  • Acted for FAST Training Services Limited in respect of the Astute Class Submarine Training Service project;
  • Acted for the contractor in respect of the Newbury College of Further Education project;
  • Acted for Barclays Bank in respect of the E3D simulator project;
  • Acted for AXA in respect of the development of student accommodation for the Royal Northern College of Music;
  • Acted for the SPV in respect of the Bromley Acute General Hospital project;
  • Acted for the Foreign and Commonwealth Office in respect of the new British Embassy in Berlin;
  • Acted for Telereal in respect for its bid to the Northern Ireland executive for the Northern Irish civil service accommodation project;
  • Acted for the consortium of Yorkshire Housing and HBOS bidding for the Kirklees Council Social Housing project;
  • Acted for Hampshire County Council and Portsmouth City Council in respect of the proposed South Hampshire Rapid Transport project. This project was cancelled due to funding constraints;
  • Acted for HBOS in respect of bids for the Sunderland, Staffordshire, Newcastle and North Tyneside and Stoke on Trent Street Lighting projects;
  • Provision of advice to various banks (including HSBC, RBS, Barclays and Credit Suisse) in respect of projects in Qatar, in most cases where the Qatar element is a part of a wider international transaction;
  • Acted for Nakheel in Dubai on the procurement through project finance of the Palm Jebel Ali reverse osmosis project;
  • Acted for Nakheel in Dubai on the procurement through project finance of the Waterfront, International City and Jumeirah Golf Estate wastewater treatment plant projects. The Waterfront project included a waste to energy power plant in addition to the wastewater treatment;
  • Acted for Dubai Maritime City on the procurement through project finance of a wastewater treatment plant for its development in Dubai;
  • Acted for the bidding consortium in respect of the Liefkenshoek rail link in Antwerp, Belgium;
  • Acted for the bidding consortium in respect of the Oosterweel road bridge and tunnel link in Antwerp, Belgium; and
  • Acted for a private sector steel company in Kiev, the Ukraine in respect of the procurement and financing of steel works.
