Clare joined our Exeter office in 2008 as a Partner after spending 14 years in the City of London, 12 of them at international law firm Norton Rose. She is an expert in both general commercial and finance documentation on PPP and PFI Projects and she has particular expertise in PFI and BSF Schools projects.

Recent experience includes:

  • Derby Schools "Building Schools for the Future" - advising various School Governing Bodies on the PfS sample form documentation (including Governing Body Agreements) and how that documentation interfaces with the broader project;
  • Bristol Schools "Building Schools for the Future" - acting for Partnerships for Schools (the non departmental body set up by DCSF and Partnerships UK to deliver the Government's BSF programme) in this first BSF schools project to be completed in the BSF programme;
  • Kent Schools PFI - acting for the contractor and its lenders on all project documentation in relation to this PFI project for the construction of six new schools in Kent;
  • Coventry Schools PFI - acting for the lenders in relation to the PFI financing of a number of new build schools in Coventry; and
  • Falkirk Schools PFI refinancing - acting for the lenders in relation to the refinancing and document restructuring of this multi-site schools project in Falkirk.

The "enthusiastic" Clare Brewer heads the "proactive and helpful" education team at Ashfords LLP.
